Members of NewGen were hired by the City of Superior, Wisconsin to perform a comprehensive set of studies that was separated into four distinct phases:
- Phase I: Conduct a Cost of Service Study
- Phase II: Conduct a Wasteshed Analysis
- Phase III: Conduct a Landfill Valuation Analysis
- Phase IV: Procurement and On-call Consulting Services
The findings identified in Phase I – Phase III, in conjunction with the constraining State legislation, led to a procurement effort in which members of NewGen assisted the City with the management of the procurement process for solid waste collection services as well as the potential sale of the City’s Moccasin Mike Landfill to a private company/operator. NewGen developed two separate requests for proposals (RFP) which included the following:
- Description of current program
- Scope of services
- Proposal format
- Proposal forms
Furthermore, NewGen prepared a draft contract to be used for the procurement process, focusing on, but not limited to, the following solid waste specific elements:
- Definitions
- Scope of services
- Inspection rights
- Equipment and personnel requirements
NewGen conducted the pre-proposal meeting for respondents to ask questions related to the procurement package and to tour the Landfill site as well as the collection vehicles. With input from the City, NewGen prepared a written response to questions presented.
A financial analysis of proposals received was completed by NewGen and submitted to the City. Upon the completion of the proposal evaluations, the City conducted proposer interviews. NewGen developed questions for the proposers and participated in the interviews. Due in part to changes in state law, the City elected to remain in the collection business, implement a user fee, and retain ownership and control of operations of the Landfill.
