Stephanie Crain has eight years of experience conducting cost of service, rate design, and financial analysis for water, wastewater, and solid waste utilities in Arizona, Florida, New Mexico, Texas, and Wyoming. She has also assisted in the development of solid waste strategic and master plans, which includes baseline and needs assessments to develop a clear understanding of current conditions; identification of potential alternative strategies, usually vetted through stakeholder outreach; strategy evaluation considering the “triple bottom line” of sustainability (environmental, economic, social); and final plan development.
