Scott Burnham, a seasoned leader in the industry, brings over 25 years of expertise in project management, cost of service and rate design, municipalization studies, and financial feasibility analysis for electric utilities. He spearheads the comprehensive and independent review of cost of service and retail rate design practices, including analyzing the impacts of net metering, electric vehicle charging, and ways to enhance fixed cost recovery in the face of increasing levels of distributed generation on clients' systems. Moreover, he routinely presents study findings and recommendations to utility management, boards, city councils, and other governing bodies.

Scott co-leads the semi-annual EUCI Cost of Service and Rate Design class.
