Brian has extensive experience preparing and evaluating utility revenue requirement and cost allocation studies, developing utility avoided costs, and analyzing the impact of new initiatives and transactions on a utility and its customers. In addition to his extensive technical experience, Brian understands the regulatory governance process and he has personally testified as an expert witness before state public utility commissions in California, Idaho, Indiana, Oregon, Utah, Washington, and Wyoming.
