Andy McCartney, a dedicated CPA with over 35 years of experience, serves water, wastewater, stormwater, solid waste, and electric utilities. His commitment to the field is evident in his expertise in economic and regulatory analysis, utility accounting, operations and management reviews, project analysis and financing, wholesale utility service contract reviews and negotiation, litigation support, strategic planning, financial forecasting, cost of service analysis, and rate design activities. This commitment is further exemplified by his five terms as Vice Chair of AWWA’s Rates & Charges Committee and his current role as Chair through June 2026.
